The application follows outline planning permission being granted by Swale Borough Council in 2021, for the development of up to 300 dwellings, sports grounds, open spaces, and new infrastructure, and has been prepared following engagement with key stakeholders including the Borough Council, Parish Council and the local community.
The Frognal Place development embeds Chartway and Moat’s key shared values – to create high quality, energy efficient and sustainable homes for everyone. The development will include a range of new homes from 1 and 2 bedroom apartments, together with 2, 3 and 4 bedroom houses, as well as locally affordable housing provided for affordable rent and shared ownership.
The development is set within extensive areas of landscape-led public open space, including new community orchards reflecting Swale’s strong links with fruit production, as well as a range of community facilities including new allotments, sports pitches, and a sports pavilion. In line with the Governments new national biodiversity policies, the development will meet and exceed the new nationally-set +10% biodiversity net gain target, through the retention of existing landscaping features together with extensive new native planting and ecological enhancements measures.
In accordance with the outline planning permission, the development will contribute in excess of £4.2 million towards the enhancement of local community infrastructure, such as supporting the expansion of the local Primary and Secondary schools, contributions towards improvements to library, health and social care facilities, and supporting local transport improvement schemes.
Julian Moat, Planning Director, Chartway Partnerships Group: “Submitting the reserved matters planning application is the next significant step in our shared key vision to create a thriving, sustainable neighbourhood at Frognal Place that benefits and supports the existing Teynham community, connecting people and place. The development brings forward wider socio-economic benefits to the Borough with s106 contributions in excess of £4.2 million to support improvements to local education, healthcare, youth services and transport infrastructure.”
“Together with our partners at Moat, we want to create a sustainable extension to Teynham, reflecting the key principles firmly established through the outline planning permission. Chartway and Moat have a shared vision for Frognal Place, to create high-quality homes and community facilities for everyone that are respectful to the heritage and character of the area.”
